Description

Option to Lease signed 5/2023 - DNRC is soliciting proposals for lease and development of approximately 385.0 +/- acres of school trust 
land in Belgrade, Montana. DNRC’s preference is to select a Master Developer of the entire project area 
but will earnestly consider and score proposals that include any or all of the available acreage. The proposal 
selected will be one that demonstrates the ability to bring long-term value to the trust beneficiary while 
fulfilling immediate and future community needs. 
The selected developer will be responsible for all aspects of the project including capital investment, full 
execution of annexation and an approved Master Plan including obtaining all City approvals. Transportation
strategy, interior and exterior as well as current area traffic limitation solutions are anticipated to be a 
substantial factor of a Master Plan and coordination with City of Belgrade, Gallatin County and Montana 
Department of Transportation will be a key component. 
The 385.0 +/- acres are currently in agricultural production and DNRC encourages proposals to include a 
functional phased approach that not only anticipates taking advantage of market conditions but maintains 
the integrity of the agricultural component right up to the point of development. A successful proponent 
will be required to communicate and work closely with the current agriculture producer. If required, compensation amount would be negotiated prior to execution of any lease or development agreement with the State of Montana.
The purpose of this request is to allow DNRC to determine the knowledge, experience, compensation 
structure and resource commitment of developers interested in working on this Project. Explicit, 
comprehensive detail in the response will weigh heavily in the proposal evaluation, which is outlined in

 DNRC recognizes the size and scope of this opportunity and is open to and encourages the submittal of creative proposal concepts to ensure the long-term success of this project area. 
Phasing of development is anticipated to be accomplished through the Lease Option process. Lease Options 
will be designed to provide site control while allowing for developer financial considerations prior to 
development and capital return. Proposed Lease Options must include timelines, performance benchmarks 
and protections to the Trust as landowner. Please see Sections 8.2 and 9.1.2 of the RFP for more details 
on option opportunities..

Trust Land property in this land offering is vacant land in an as-is undeveloped condition and will not be 
improved further by the State of Montana. Prospective developers are encouraged to visit the property.
