The Chino Valley Unified School District (“District”) is seeking a Statement of Qualifications (“SOQ”) from qualified buyers to purchase approximately 6.5 acres of land located on the southeast side of Butterfield Ranch Road and adjacent to Chino Hills High School in Chino Hills, California, 91709, APN #1017-231-34, known generally as the District’s former Galstian Property (“Property”).
On March 7, 2013, the District declared the Galstian Property to be surplus and on February 20, 2020, authorized the sale of the Galstian Property at its highest and best use. Because of its unique location, the District is now seeking to qualify entities that have the financial resources and are knowledgeable developing land in a Chino Hills planned development area. Those entities that are qualified under this Request for Qualifications (“RFQ”) will then be invited to submit a bid for the purchase of the Galstian Property. The award for the purchase of the Galstian Property will be to the most qualified entity that submits the highest bid.
Note: Any submittal of a Statement of Qualifications that is incomplete, or contained incorrect or inaccurate information, or contains unsubstantiated or misleading claims or is submitted late is subject to immediate disqualification.
Site Visit – The District will allow for site visits of the District Property to interested parties upon appointment only. Anyone interested in reviewing the District Property may contact the District Contact to schedule an appointment. Under no circumstances shall any interested party conduct any structural inspection or testing on the District Property or take any action that will disturb the physical state of the District Property during such site visits. Nothing in the RFQ shall be construed as guaranteeing any party the right to site visit or requiring the District Property to provide site visits to any party. Any party who is unable to participate in a site visit for any reason shall not be granted any special consideration.
SOQ Submittal Date – Statements of Qualifications in response to this RFQ shall be submitted no later than May 31, 2022, at 4:00 p.m., to Chino Valley Unified School District, 5130 Riverside Drive, Chino Valley, CA 91710, Attention Greg Stachura. Submittals received after the deadline will be returned unopened.
The District will review each of the SOQs and score them in accordance with this RFQ.

4. QUESTIONS AND CLARIFICATION OF THE RFQ
All questions, requests for explanation or clarifications of any kind in regard to this RFQ shall be made in written form, submitted via email to Sam Manoukian at SamM@DiversifiedPropertyInvestments.com; by no later than 4:00 p.m., May 6, 2022. A response will not be provided to any late questions, or requests for explanation or clarifications. All addenda and clarifications will be posted on the District’s website, www.chino.k12.ca.us and provided to those Firms that have registered with the District. Any interpretation, clarification, or correction of this RFQ will only be made by addendum as noted above. No person or Firm is authorized to make any oral interpretation of any provision in this RFQ, nor shall any oral interpretation be binding on the District. Clarifications.
